Hello,

in general you can use your live video device (Webcam, capture card, TV card, etc.) only in one application.
This comes from the device driver. The driver is built for DirectShow as a source filter. In DirectShow (part of DirectX) you built a filtergraph existing of several filters. These filters are the source filter, color converters, video codecs, splitters, renderers, etc. You can use the source filter (driver of your video device) only in one of such filtergraphs.
The result is, if you use your webcam in one application you can't use it in another.
To prevent this limitation, there are webcam splitter filters available.

The one I have found and tested is freeware.
Splitcam: http://www.splitcamera.com/

Install the program and select the used webcam or video device.

After this you have a new DirectShow video device in your system available. This device is called "SplitCam Capture"!

Now you can select this device as your webcam in CamUniversal, CamLAN, CamPermanent, Skype or what you ever want parallel.

Very funny is the fact, that you not only can select a webcam as "SplitCam Capture" device, but also an existing video!
So you can "play" your video and select this video as "SplitCam Capture" device in CamUniversal.
You can use the scheduler to capture pictures or do what you want.
